碩士 === 國立高雄海洋科技大學 === 航運管理研究所 === 101 === Taiwan government established policy that encourages the enterprises to implement Occupational Safety & Health Management System since 2008 to help enterprises to enhance the ability of risk controlling and also performance of safety & health management. According with 2 S&H management systems of OHSAS 18001 & TOSHMS that pointed the key element of system is the performance measurement. The purpose of study is to find the method of key performance indicator selecting for container terminal operators reference, and for S&H performance enhancement as well. Study is based on literature gathering and expertise interview, and OHSAS 18001、TOSHMS guidelines to obtain 3 major dimensions & 18 assessment criteria influence factors to make questionnaires which were applied a survey to particular container terminal operators at Kaohsiung port. Adopting “factors analysis” and “Analytic Hierarchy Process” assessment methods are applied to the feedback data of surveyed. Based on empirical analysis to find that 3 major dimension of “health and safety law compliance”, “hazard identification & risk control”, “monitoring & improvement of defects”, the most important dimension is “hazard identification & risk control” and follows is “monitoring & improvement of defects”, then “health and safety law compliance”. The result is confirmed with the concepts of SYSTEM that are risk prevention & risk management, and continues improvement. Therefore we suggest that excerpt the compulsory passive key performance indicators, the container terminal operators should select proactive key performance indicators based on “risk prevention & risk management” dimension, and supplement by the “monitoring & improvement of defects” dimension to carry PDCA continuous improvement for achieving SYSTEM requirements.
