An item of public art setting, starting from fund raising till having the artistic item placed at public domain, this phase is characterized by a small portion of the public participation for resolution. Nonetheless the real contact with the artistic item occurs when all people start to utilize it within the domain. And they would not be aware or unable to choose as opposed to all that concerns the artistic item therefore it results that most of the people would not find the artistic item setting appealing or a phenomenon of visual intrusiveness would occur.
After amendment for Article 9 within the Culture and the Arts Ordinance had been made, lots of public arts are constantly set up and increased in number. Along with the annual increase volume for these public artistic settings, only the amount is increased whereas the quality is found lagging and even in retrogression. Hence when all the people are clapping their hands in celebrating a public artistic item setting which translates into the fact that one piece or more of public arts would be forgotten by all. Its damages, missing parts, rusting, paint chips and even utter disappearance would not be known by any or no one would know where it is anymore. Thus we require more robust and more comprehensive standards installed so as to prevent from occurrences of these mishaps. Nevertheless within the standards for nowadays public arts, specifically standards for prior and during the interim for the setting of public arts would exist. What about afterwards? Normally it would postpone till they are dilapidated, endangering people's lives and safety then this would get the last focus for this art piece.
Basing upon the above arguments, this research intends to conduct onsite observation for partial public arts projects at Taiwan. And through these efforts, this thesis intends to compile and sort out a plethora of issues confronting the public arts prevalent here in Taiwan. After the issues are preliminarily compiled, then there will be four major categories identified according to respective attributes, and the level of damage for public arts would also be established as well; lastly, the exit mechanism process for public arts compatible to all categories would also be planned accordingly.
