However, accompanied by dramatic changes in the structure of the economy and production, many factories of Taiwan's traditional industries migrated to other countries or even finished their manufacturing, while the surviving industries continue to face the pressure of survival operations. In order to enable enterprises and existing production facilities to develop sustainably, some manufacturers joined the counseling programs of the government and began to transform into tourism factories. They expected to combine the original production factory and sightseeing with creative development. It is hoped the transformation may bring the traditional industries new opportunities. Through the adopting of the idea of tourism factories, many Taiwanese manufacturers expected to re-activate their production plants and increase their competitiveness. However, the investigations and assessments of relevant case experience are rare to provide guides and references for the industries. In this study, six tourism factories in Yilan were chosen as in-depth investigation cases, the selection criteria include the development process, industrial characteristics, sightseeing scale and the willingness to support the study. Planning document analysis, in-depth interviews, activity behavior mapping, and tourists survey were used to collect data for this study. Open and axial coding methods were utilized for comprehensive analysis. This study will propose suggestion as follows: (1) Understand transformation process to tourism factory based on the history of traditional industries, (2) The key point of the software and hardware in planning, (3) Analysis of the cases in this study about the strengths and weaknesses in the development of transformation to tourism factory (4) Understand the counseling system of government to assist the traditional industries transformation to tourism factory in Taiwan and (5) Make a plan to the suggestion of related facilities in the transformation of tourism factory planning.
