Summary:碩士 === 國立新竹教育大學 === 教育學系碩士班 === 101 === This study aims to explore the history and the types of the primary and secondary school accreditation system in America, and the operation of Western Association of Schools and Colleges (WACS). The study uses the literature analysis in the case study of the Western Association of Schools and Colleges Accrediting Commission for Schools (WASC ACS) to undertake an investigation of the primary and secondary school accreditation system in America. The case study will serve in the development of primary and secondary school evaluation system in Taiwan and in proposing recommendations for future research. The main findings of the study are as follows: 1. Effects and benefits of the primary and secondary school accreditation system occur on many levels. 2. The accreditation system of the primary and secondary school is granted by nongovernmental accrediting agencies. 3. The accreditation system of the primary and secondary school of the WASC ACS provides stimulus for improvement through institutional self-study. 4. The accreditation system of the primary and secondary school of the WASC ACS places emphasis on school's focus on student achievement of the expected schoolwide learning results. 5. The transparency, reliability, and accountability of primary and secondary school accreditation system of the WASC ACS need to be strengthened. 6. The professionalism and impartiality of the visiting committee members of the primary and secondary school accreditation system of the WASC ACS need to be further confirmed.
