Two phases of sampling were adopted. 71 schools were selected as samples. At the first phase, cluster sampling according to the school size; at the second phase, simple random sampling according to school size was adopted.The adapted questionnaire of “The Relationship Between The Primary School Administrative Personnels’ Well-being And Their Schools’ Effectiveness .” was used as a tool to conduct the research. The total number of questionnaires issued was 599, and the returned number of questionnaires was 554. The returning rate was 92.48%. By carefully inspection, 512 effective questionnaires were obtained, and the effective rate was 94.0%.Data obtained from the survey were coded in the computer, processed and analyzed via SPSS 18.0 for Windows statistical software in t-test, one-way ANOVA, canonical correlation and multiple stepwise regression. According to the result of literary analysis, the study reached the following conclusions: 1.Most of the Primary School Administrators in Miaoli county generally have good well-being. 2.The Primary School Administrators of different background variables in Miaoli county have different well-being. The differences are as follows: (1)From interviewees of school personnels, whose ages above 51 cognized generally of their whole well-being were better and higher than those of ages between 31and 40. The interviewees of school principals cognized generally of their whole well-being were better and higher than those of school directors and chiefs. Personels of service longevity above 15 years cognized generally of their whole well-being were better and higher than those of job longevity below 9 years. (2)From gender view of different school administrators, males cognized generally of their whole well being were better and higher than females. (3)The highest record of formal schooling of primary school administrators in Miaoli county is Master's degree (included 40 credit courses) and their positive moral integrities and achievements are better than those of bachelor degree. (4)From positive moral integrity viewpoint of different-age interviewees, ages above 51 cognized generally of their whole well being were better and higher than those of ages below 40. From job achievement viewpoint of different-age interviewees, ages above 51 cognized generally of their whole well being were better and higher than those of ages between 31 and 40. From life satisfaction viewpoint of different-age interviewees, ages above 51 cognized generally of their whole well being were better and higher than those of ages between 31 and 40. 3. The primary l school effectiveness in Miaoli is good.. 4. Primary school administrators of different background in Miaoli county generally cognized their schools’ effectiveness have partial differences. (1)The male primary school administrators of different background in Miaoli county generally cognized their schools’ effectiveness were better than the female did. The current school principals cognized higher than those of school directors and chiefs. Personels of service longevity above 15 years cognized higher than those of job longevity below 9 years. (2)From viewpoint of administrative leadership results, schoolyard conditions, teachers’ teaching quality, students’ learning accomplishment and community and householders’ identification , male school ministrative prsonnels cognized generally higher than females. (3)From viewpoint of administrative leadership results, schoolyard conditions, teachers’ teaching quality, students’ learning accomplishment and community and householders’ identification , the cognizance and viewpoint on these five variables will be different as different current job posts. (4)On the matter of administrative leadership results, personels of service longevity above 21 years cognized higher than those of job longevity below 3 years. (5)The cognizance about students’ learning accomplishment and community and householders’ identification of primary school administrators in Miaoli will be different as different school size and scale. 5. The primary school administrators’ well being in Miaoli is related with the school effectiveness, and there is a tipical relationship within it. 6. The primary school administrators’ well being in Miaoli could predict effectivelly their schools’ effectiveness. Based on the above study, relevant suggestions were proposed for the educational administration systems, schools, teachers and the references to future research.
