Using the example of Jing-Jing Art Exhibition, which was conducted by “Hao-Ko County” and “Crystal City”, to investigate the motivations that make county and city cooperate to hold an art exhibition. Also, discuss the processes of formulating cooperation mechanism and possible changes during execution. Furthermore, when facing value conflicts, what’s the proper approach for administrative organizations to solve the problem? The research uses qualitative methods. Information such as the origin of the art exhibition, and motivations of cooperation between county and city was gathered through personal interviews, and then supported by well collected documents and site visit for observation. After a series of data encoding and analyzing, the conclusions are: 1. Overlapping of team members and lack of funds are the main causes for county and city cooperate to hold the art exhibition. 2. Well planning beforehand, and consult every stakeholders opinions are the main reasons that Jing- Jing Art Exhibition is successful. 3. The support of Chief Executive and arts and cultural sectors is another key that leads Jing-Jing Art Exhibition to success. 4. Lack of resources and limited space are the two main causes that make Jing-Jing Art Exhibition unable to become a national event. Finally, make specific suggestions to cultural administrative organizations base on the results and conclusions of this research.
