This study focused on the contribution of the NGO Taiwan? Including the NGO role of affect Taiwan's "national security"? However, with the transformation of government functions and the perfection of the social system, the “NGO”many development space. Therefore, this thesis intends to proceed from the national security perspective, to explore the meaning of“civil society”in the NGO due, function and its development in Taiwan background, the development of dynamic, the development of the history, and to explore NGO development direction.
