碩士 === 國防大學 === 戰略研究所 === 101 === n the international environment, apart from traditional national security threat, the areas of national security are also expanded to various areas, such as 911 event, "terrorist attack" makes states regard it as a non-traditional security threat. Similarly, due to the situation of global climate change, the impacts of natural disaster on national security and the social security has been no less than the impact of traditional threats. Non-traditional security has therefore been a critical issue for states. This research adopted some research methods, such as literature review, case study, and comparative study. By the perspectives of "Integrated Theory" and "Public-Private Cooperation", this research examined the collection, informing, report and delivery of information flows during the disasters of Morakot typhoon and MeGi typhoon, as well as investigated the information process at the stages of disaster relief, readiness, and its reaction. The feasible plan and mechanism of information integration are therefore able to be proposed in order to act as the basis of typhoon’s disaster relief and management. This research proposed three suggestions as follows: 1. The stage of disaster relief: the function of disaster management has to be completed and the analysis of the potential trend has to be implemented comprehensively. The resources of both private and public sectors have to be integrated as a whole in order to share to one another. 2. The stage of disaster readiness: the integrations of warning system and monitoring mechanism have to be reinforced. The regional coordinated mechanism and the points of disaster relief have to be established in order to enforce the evacuation measures. 3. The stage of disaster reaction: the networks of collecting and circulating information have to be expanded; also the information system and integrated platform of disaster situations have to be upgraded. Meanwhile, a professional unit of disaster relief needs to be organized in order to construct a public-private collaboration mechanism for a state to tackle the situations during the natural disasters.
