碩士 === 國立東華大學 === 財經法律研究所 === 101 === Due to the greenhouse gas produced by use of fossil energy which causes global warming and result in climate changes. In response to the Greenhouse Gas Reduction, each country passed the United Nations Framework Convention on Climate Change and the Kyoto Protocol which required that States parties need to take the responsibility of reduction of greenhouse gas. As Taiwan is part of the earth, we try to fulfill our responsibility as the part of the earth, Taiwan by holding three national energy conferences discussing the policies of greenhouse gas reduction and promotion of legislation of "Greenhouse Gas Reduction Act (draft)" , "Energy Tax Act (draft)" We want to perform the reduction policy instruments, to cope with Greenhouse gas. This research is divided into six chapters to define policy instruments of Greenhouse gas reduction. In the first chapter, it explains the motive of this study, the underlying problem that needs to be resolved, and the scope and limitation of the research. The second chapter discusses the issue regarding with the Greenhouse gas reduction policy instruments：command and control, emissions trading, energy tax and carbon tax, voluntary agreements. The third part explains not only the United Nations Framework Convention on Climate Change and Kyoto Protocol, but also researches in the EU greenhouse gas reduction policy and reduction policy instruments. The fourth chapter analyzes the UK Greenhouse gas reduction policy and its implement policy instruments （Climate Change Levy, Climate Change Agreements, UK Emissions Trading Scheme）and legal system, further to conclude the combination of reduction policy instruments. The fifth chapter discusses Greenhouse gas reduction policy, reduction policy instruments and legal system in Taiwan. Moreover, it summarizes that combination of reduction policy instruments. In the end, the sixth chapter concludes this study by summing up the preceding analysis.
