But outsourcing has its limit, especial the execution of penalty. Could it achieve the goals of adjusting the efficiency of government, declining the burden of finance, etc. by outsourcing? It should be pre-estimated as many other policies.
The Correctional Department responsible for punishment, cultivation, the mission makes inmates repent in the Justice System. It had been discussed about privatization under the trend, and because its businesses are close to authority, so it must be estimated carefully. The inmates skill training program is one opposite meaning business in many businesses of The Correctional Department, which is similar to the Bureau of Employment and Vocational Training’s main business. By the program, inmates can learn their specialties, avoid committing crimes again and reduce the cost of society.
Although it can be outsourcing in something literatures, but the feasibility study of outsourcing has never be presented. Due to that perspective, this research examines the efficiency of jails, and compare to the Vocational Training of the Bureau of Employment and Vocational Training.
First of all, the research figures out the method to estimate from the literatures, then interviews all relative persons who took part in the programs, and verify with the statistics.
After analyzing, the skill training programs of jails can compete with the Vocational Training of the Bureau of Employment and Vocational Training on quality and quantity. The skill training program of each jail has huge differentia on the efficiency of employment, besides the skill training programs hold by jails not only have the characteristic of public welfare, but also can attract many social resources, therefore the skill training programs shouldn’t outsourcing entirely. Those programs have the inefficient outcomes should be reviewed for improvement.
