However, among the multi-developed democratic countries, representative democracy couldn’t load with increasingly complex multi-value. As a result, How to integrate multi-opinions into consensus has become an important issue. Recently, some foreseeable or already occurring defects such as tyranny of the majority violence, civic privatism, rational ignorance, and the gradual disappearance of citizens’ voice have emerged from representative democracy. This phenomenon has made the consensus come from representative democracy to be questioned. Also, due to citizens’ consciousness have arisen and the spirit of democracy has ripen, the democracy increasingly developed toward deliberative democracy. The deliberative democracy began gaining attention and respect. This article is trying to use the view of consensus by Rawls’s theory of justice to examine whether the theory of deliberative democracy conforms to the spirit of democracy and whether it can be practiced into society and can implement democratic social justice. Besides, it will supplement the issue of The Fourth nuclear power plant as an example to explore more details. Finally, according to the research and demonstration, we will find Rawls’ view of consensus has corresponding interaction with the spirit of deliberative democracy. This article will further focus on the issue of The Fourth nuclear power plant to recommend the direction which conforms to the spirit of deliberative democracy.
