碩士 === 國立彰化師範大學 === 公共事務與公民教育學系 === 101 === People cannot leave the crowd and live alone. We are gregarious beings. Of course, where there are people, there will have rights and wrongs. Opinions will vary and factions will produce. With different factions occurring, there will be disputes. This is a naturally occurred phenomenon. This phenomenon happens in many fields around our lives, workplace and family ... and so on. Especially in politics, this phenomenon occurs quite often. Because I am in the political circle, I do have a better understanding of the situation. People say politics is known as " Thick Face, Black Heart " and others say that politics is highest form of compromise. No matter how, the rule of government agencies is to take people's tax dollars in return to provide services to its people. Therefore, the priority of government agencies should be in the welfare of the people and its duty should be in the public interests and the benefits of the people. This study aims at the interaction between the Caotun town hall and town representatives after the implementation of the Local Government Act. Due to the differences in nature of both organizations, the former is the executive body and the latter is the legislature body, they are mutually respected and mutually constrained, in which the effecting elements in each space-time context include political parties, factions, surname and evolution of party. First, this paper will explain the organizational structure of local government as well as its functions, in order to analyze the current relationship between the Town Hall and the town representatives, including the separation of powers, checks and balances, division of duties and supervision respectively. Within the relationship of both bodies, this paper will also discuss the uses of legal, political and operational interaction, as to indicate what kind of pattern and relationship will affect the extent of the votes, as well as to propose insights on the matter. Finally, in addition to interactive mode, which is also relevant to personal preferences, partisan issues, factional struggle, this paper will discover and discuss the interaction between governance. This paper will also study the degree of effects of interaction relationship have on the decision-making or proposal-drafting. Findings of this paper include: 1.Although Caotun Town adopted a political system of separation of powers, the relationship between Town Hall and representatives is somewhat harmonious. 2.The interactive relationship between the executive and legislative branches follows the relevant legal system pretty well. 3.Local control mechanisms within the executive authorities and local legislature’s interactive system reduce the most viable mechanism for causing the conflict. Financial difficulties is one of the reason causes the reducing of "Executive - Legislative" interactive conflict.
