The ethics section in government institutions has played a major role in fighting against the corruptions as more and more scandals erupted recently. To fulfill the study, the Delphi technique was adopted to establish the guideline as a reference in upgrading the performance of anti-corruption on government employees. Through literature reviews, the intensive interviews with scholars and experts followed by questionnaire surveys, the collected data was analyzed based on the Delphi technique. The result was presented in fourteen factors in five dimensions. Following are the five dimensions suggested: 1.To enhance the employees’ professional knowledge in Ethics section. 2.To improve the employees’ investigation skills. 3.To iimplement the internal control mechanisms in the section. 4.To sstrengthen the official’s Anti-Corruption legal concepts. 5.To expand the external participation to this policy.
