This study used questionnaires, select CTESC’s 440 employees for the study. Furthermore, total number of valid return was 409 and valid return rate was 92 %, and the data was analyzed by structural equation modeling (SEM) using SPSS and AMOS. The major finding as following: First, overall structure of the model had good fit. Second, there was positive effect between organizational learning and potential absorptive capacity, and both organizational learning and potential absorptive capacity had positive effect on knowledge integrative ability. Third, knowledge integrative ability had a positive effect on innovative behavior.
