The Executive Yuan approved the Environmental Protection Agency (EPA) proposal on the “sustainable resource recycling” in the year 2013. Bottom ash recycling is a major goal on sustainable resource distribution.Its enhancement and usage in public infrastructure depends on the reuse of treated bottom ash quality and stability, and the resolution of construction uncertainty. The quality control of the public works abides by the ISO 9001 quality management system and the ISO 14000 environmental management systems concept. These are currently under review with local recycling agencies and local authorities in a bid to promote the bottom ash recycling management system. The pooled analysis data collection studied the implementation of bottom ash recycling in its quality control and assurance as performed by local authorities and other related issues with proposed improvement measures. In the verification of bottom ash reuse in road works, the physical characteristics of the surface and sub-surface material make-up of PCI and IRI provide for effective analysis. This provides for quality management agencies to provide good, stable source material for local authorities and engineering units, thus enhancing bottom ash recycling used in public works and achieving sustainable resource recycling targets.
