Taking senior active learning centers in Hsinchu city as an example, the views, concerns and issues of stakeholders of the elderly e-learning of Hsinchu city are explored in perspective of response assessment. By conducting literature research and in-depth interviews,elderly e-learning policy of Hsinchu City are analyzed based on five policy evaluation criteria, including effectiveness, efficiency, adequacy, equity and responsiveness . The results revealed are as follows: 1.In the effectiveness aspect:inadequate funding for the center in terms of funds, elderly people do not feel enough on the device, and the number of volunteers did not reach the center of the target. 2.In the efficiency aspect:respondents believe the government can be more efforts in the propaganda,and the government can use multiple channels for publicity. 3.In the adequacy aspect:elderly satisfactory environment provided by the center, and the government need to support center. They are very satisfied for teachers course design with elderly. 4.In the equity aspect:government give elderly’s learn to be less funds. Center personnel represent government give the centers less funding than the other elder educational institutions. 5.In the responsiveness aspect:respondents support government promote policies about elderly e-learning. And they think government don’t enough in the propaganda and funds. Overall the research of the elderly e-learning program in the senior active learning centers of Hsinchu city with the effective and positive outcome, even-though there are rooms for improvements and ameliorate. Finally, the comprehensive study also makes policy recommendations as a reference to amendments and other relevant policies of elderly e-learning.
