The effective risk managements can avoid all risk factor before flight, decrease accident rate to minimum, and reduce accident damage. Elaborated risk management measures operation is complicate to bring in a big load to personnel. To implement the risk assessments, some functional flawless assessment can partake in personnel operation and increase operation efficiency. This research analyze advantage and disadvantage in military risk assessment system to revise risk evaluation items, integrate system resource, improve organization culture to alleviate personnel burden, and reduce human errors. Its goal tries to achieve the destination of a good risk management. Upon risk assessment, this research amends original assessment items, and re-categorized them into the whole procedure more smoothly; These amendments compensate the drawbacks of the original assessment and illustrate the confusing items in order to let the items easy to select, by setting up the computer automatic assessment items to prevent human fraudulent. Finally the revised assessment from is distributed to pilots to get feedback with the effectiveness in evaluation. The advanced system would accomplish the risk assessment and assist personnel operation furthermore to manage the bulky flight safety data. According to the proposed risk assessment, the potential problems from long-term data can be explored in flight risk and better control methods can be developed to enhance flight safety. Chin E.
