At the same time, these traditional districts are facing the problems like ruined environment or the functions are not suitable for nowadays. Using urban renewal of reconstruction to solve the problems can improve the living environment and recover the urban functions. But reconstruction will destroy the local people's daily habits and the historic texture. Therefore, rehabilitation and conservation become important urban renewal ways in Tainan, it can solve the problem, but also save the texture and the life style. According to Urban Renewal Act, rehabilitation is to rebuilt the construction of a building or within, to enrich their equipment, and to improve public facilities. The conservation is to strengthen the management of land use and construction, in order to keep it in good condition, and to improve public facilities. There is no increase in building volume of rehabilitation and conservation, compared to reconstruction, which the construction companies, or development companies had no intention to involve in. So to the urban renewal rehabilitation and conservation work implemented by the government or residents themselves. Tainan Confucius Temple surrounding urban renewal plan is a government-led urban renewal rehabilitation and conservation case, through rehabilitation and conservation to improve the living environment, but also reshape the historic district . The case has entered the stage of implementation of business plan, and in the early planning process, the government attempt to increase public participation , they tried to communicate with the public and to coordinate by the studio. And the studio is also a role of information flow. Through the literature review, case study, the questionaries and the interview from Confucius Temple surrounding urban renewal plan , this study wants to learn about the public idea for the implementation and the difficulties when execute, in order to develop the improved strategy, hoping to promote public participation in urban renewal rehabilitation and conservation. This study has the following three conclusions: 1. Increase the incentives to increase public willingness to participate 2.
