The sea level rise will make the island environment of Taiwan facing loss of coastal areas and increasing threats. Objectives of this study contain adaptation strategies of climate change effects on coastal areas, and analysis of climate change on coastal residents and problems of socio-economic impacts including drastic changes of rainfall, sea level rise threatening human’s environment, and regulating coastal land utilization. Contents of the present study include strategies and regulations. On the strategy part, firstly examining Taiwan government’s proposed adaptation strategy, meanwhile, referring to climate change adaptation policy of the developed countries. The present results indicate that climate change strategy is not the mainstream policy in Taiwan, and the climate change adaptation policies are lack of legal basis which is difficult to be implemented. Meanwhile, the climate change related information platform is not popular. On the regulation part, legislations related to climate change are still at the draft phase. On the other hand, draft Coast law is not sufficient to adapt the impact of climate change in the future. A specific action could refer to relevant adaptation of coastal areas of the United States. Adoption the sea level rise in the regulation, and passing related regulations as soon as possible that climate change adaptation could be practically finalized. The proposed measures in this study can effectively improve Taiwan's climate change response capability. Inclusion of the sea level rise in global warming issue into the draft coast law could implement the adaptation of climate change strategies for coastal areas. The setting up of the adaptation policy and regulations could solve adverse effects of land subsidence and sea level rise, enhance predictability of governmental decision making, and adapt to natural environment and disaster in the future.
