This research was to identify the reasons for construction delays, by classifying the responsibility and construction phase, to reduce or avoid construction disputes on the construction projects. First, it collected the reasons for construction delay from literature review, and interviewed construction project participants, like owners, contractors and consultants, to analyze the reasons for construction delay in Taiwan, and compared with the reasons of delay from the Public Construction Commission project management system. Then, it compared the reasons for delays with construction practice delay cases, to see if the reasons identified in this research match those in real construction projects. Finally, it analyzed 12 construction dispute cases to identify the reasons for delays and made comparisons with those identified in this research. The results from the interviews show that the most frequent delay reason is inadequate site investigation by contractors. The responsibility proportion of owners, contractors, consultants, and beyond-control reasons is 3:3:3:1. The proportion of construction delays that occur in pre-construction, early construction, and during construction is 3:3:4. The results from the project management system show that the responsibility proportion of owners, contractors and beyond-control reasons is 6:2:2. The proportion of construction delays in pre-construction and during construction is 8:2. The results from analyzing 12 litigation cases show that, the most frequent delay reason is change orders by owner, followed by utility relocation delay. The responsibility proportion of owners, contractors, consultants, and beyond-control reasons is 5:3:1:1. The proportion of construction delays in pre-construction and during construction is 4:6.
