On June 29, 2010, Taiwanese government signed and hence validated the Economic Cooperation Framework Agreement (hereafter referred to as ECFA) with China. ECFA becomes the key to Chinese market and gives Taiwan the advantage over other trading competitors, while inducing foreign investment to Taiwan and helping it to integrate into the global economic system. To the machine tool industry in Taiwan, factors such as global financial crisis, economy reviving, the signing of ECFA, European debt crisis and oil prices soaring could influence its development. Selling various products of machine tool and machinery in the early harvest list of ECFA to China can enjoy tariff discount. Therefore, the marketing of the machine tool industry in Taiwan is deeply affected by international situation and the cooperation agreement between nations. The objectives of this study are as follows: (1) to generalize the machine tool industry-related policy of ECFA, summarizing its content and its current status. (2) to discuss the impact of ECFA on the machine tool industry from the perspective of external conditions. (3) to discuss this impact by examining the change in the internal operation within the industry. Furthermore, the policy of ECFA, the development history and the current situation of the machine tool industry are analyzed through collecting the correlative data and literature. Then, by applying the method of qualitative research and conducting in-depth interview with experts in the related field, this study accordingly shows the change in the external conditions after sighting ECFA with China, the influential change which the industry nowadays has to face, and how does it influence the internal operation of the companies. The following ten propositions are discovered in this study: (1) ECFA tariff preference is merely one of the factors which affect the revenue of machine tool companies. (2) The fact that the major products of machine tool manufacturing are excluded in the early harvest list of ECFA prevents any significant growth in the number of receiving orders as well as in the revenue. (3) The products which are on the list also include Chinese subcontractors and local suppliers. (4) Exchanging for Renminbi and operating it as the currency of trade from Taiwan may in this way reduce the risk and the cost of currency exchange in import/export business for the manufacturers. (5) Manufacturing automation is the developing trend in the machine tool industry. (6) The adjustment and modification are needed in inventory control, material purchasing, supplier selection and production scheduling. (7) Whether the Taiwanese government signs ECFA with China or not, the manufacturers will diversify their market and production, as well as exploring international market. (8) The manufacturers now are turning away from traditional advertising and toward internet marketing, establishing their technology service center, strengthening their brand marketing, and offering customized service to the clients. (9) The manufacturers progressively recruit and train talents in one location in preparation for the future need in China and for the talents exchange. (10) The manufacturers will prioritize the products in the early harvest list as the major development projects, searching actively for external and internal technical resources while protecting intellectual property rights, and delaying the technology development and diffusion.
