The increasing human movement that are across borders does help countries that lack in human resource have opportunities to access to diversified and rich talented people. Meanwhile, human movement that caused by globalization has brought the problems that can no longer managed by single country, which poses challenges and threat to border management system and national security. Border management has been regarded as first front defense of national security and has undeniable importance to national security and public interests. ROC Taiwan as well as other nations has adopted the method of cooperating under regional and international organizations in pursuit of its own security when facing the trend of globalization. It is to manage risk in border security with the sense of precaution in the aim of preventing threat or danger beforehand. And it is to pursue national security as well as regional and international security with the concept of multiple-layer defense system. In this essay I will begin with the development of globalization and how it influences on national security along with recently-developed security researches and the goals these security researches try to achieve. Then I will detail how human movement affects national security and how human movement management can help to maintain national security from a perspective of border management system. In the end, I will analyze on the cases of the current practice of human movement management across border to conclude how ROC Taiwan manages human movement across borders.
