This paper attempts to develop a comprehensive evaluation framework based on a combined Data Envelopment Analysis (DEA) and Balanced Scorecard (BSC) approach. This combined approach can make up for the disadvantages of DEA that introduces benchmarks of selecting input-output indicators. This paper also proposes a number of strategies to improve performance and increase the accuracy of performance evaluation. The top 24 listed banks in Taiwan ranked by the Center for the study of Banking and Finance from National Taiwan University will be measured. A technique to implement DEA and BSC is presented based on Microsoft Excel spreadsheet. This combined approach indicates our DEA results exhibit robustness in terms of identification of efficient banks. Finally, the inefficient operation of the systems can be identified for future improvement.
