The Taiwanese Agricultural Biotechnology Industry comprised primarily of SMEs, includes significant technological innovations, yet commercialization to the world marketplace has been a significant challenge. This study proposes a preliminarily evaluation of the Technology-Organization-Environment (TOE) framework for use in assessing the value of internationalization for SMEs. The TOE framework is a 3-factor construct consisting of seven elements that include Technology Readiness, Intellectual Property, Global Scope, Financial Resources, Marketing Capability, Regulatory Support and Competition Intensity. It can assist SMEs to more effectively assess the value proposition for internationalization, and guide government trade policy in supporting agricultural biotechnology. The preliminary findings of this research indicate that the organization first-order construct is the most relevant at this point in time, while the environment construct is less important and the technology construct is almost non-important. The results support, and encourage, the use of the TOE framework, for a more in-depth study, as robust analytical tool for evaluating the internationalization of the Taiwanese agri-biotech industry.
