Summary:碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 101 === Because there was an excessive concentration of people and resources in the northern region, the topic about” moving capital” became the focus of people concerned about the Taichung area from the beginning of 2007. This study of the subject was “moving capital” which first investigated the definition of capital, collated and analyzed the background and results about foreign capital city relocation. According to the relevant results raised five factors: political factors, economic factors, safety factors, environmental factors and regional development factors, and compared with the survey of public opinion. In order to understand the five factors have related degree or not between the general public and experts. Later, analyze the degree of association between the variables from expert’s questionnaire by using the D-matrix theory, and secondly, analyze for the general population in five dimensions by using Ordering Theory, (OT) and Item Relational Structure, (IRS). Finally, between the hypotheses testing, in order to discover the variables under the five factors. Conclusion of the study we found that there is a gap between the views of experts and the public, there are related to positions, roles, growth in different environments, and different residence.
