In this study, Yilan was used as a preliminary example to test the instrument. Three measures were developed and factor analyzed; “UNESCO City of Film criteria” yielded one factor, “development of film characteristics” also yielded one factor, and “Indicators of Creative City” yielded three factors (accessibility of supporting resources, attraction of talent, and tolerance and friendliness). All items used 5 point Likert rating scale to assess the subjects’ perceptions. There were 295 subjects, among them 88 identified themselves as people of Yilan, 42% were male, and 58% were female, 38% were under 30 of age, 47.5% were between the age of 31 to 50. 96.9% of their education level were college or above. The study found that the subjects somewhat agreed that Yilan could be a creative city of film. Its natural environment and amenities are suitable for filmmaking, short film, documentaries. If Yilan wants to make itself a creative city of film, the subjects agree it should develop documentaries and short films as its priorities, even using film to boost tourism. But the subjects agree more on Yilan’s natural environment and amenities, local people’s friendliness, tolerance, and talent to be higher, indicates the subjects find Yilan to meet some of the criteria of a Creative City in general. Other than that, the study showed that the people of Yilan have a strong positive attitude towards Yilan’s natural environment, friendliness and tolerance.
