The current monitoring system development has been more than 10 years, so home or community safety (monitoring), children / oldster (Baby Monitor) has been paid more and more attention... etc.. But the traditional monitoring systems are often complex operation, large equipment, construction is not easy, and need special equipment to store, watch. The monitoring system is generally mounted in the factory, building, community environment, rarely erect in the general consumer's home environment, the small store. Yet another convenient living habits of smart mobile phone and Internet development. Whether the news, shopping, games... etc., have let most people cannot do without the intelligent mobile phone. So if you can monitor system and intelligent mobile phone binding, and reduce the set procedures, can increase people use intention. In this paper, the use of one or more network camera with intelligent mobile phone, personal computer and wireless network equipment, and P2P media streaming system, to construct the new network monitoring system. This does not need to be fixed IP, special equipment, professional construction personnel, can let users easily installed in any environment of regional network. The basic monitoring and through simple operation steps to complete a web camera settings, let users through intelligent mobile phone, personal computer through the Internet monitoring image. Appeal to simple set installation, low equipment cost, does not require special storage device, which can be mounted on the consumer home, store. And through intelligent mobile phone view image, receiving alarm, dialogue and field personnel.
