Moreover, the scale of casualties, vehicle damages and traffic jam caused by highway traffic accidents are much severer than those occurring on common roads. Most of the traffic accident causes are complicated, which often result from a series of factors. However, if we are only limited to the 67 factors listed in the Accident Causes Reference Table and ignore other secondary causes,potential causes and factors resulting to death when conducting traffic safety improvement measures and traffic law enforcement, the achievements of improving the traffic safety may not be desirable. This study focuses on the 336 cases of road traffic accidents (A1) that occurred in the national highway from 2008 to 2012, and the original document files of these accidents were collected and each case analyzed thoroughly. In addition to analyzing the primary causes, it also takes the secondary causes, indeterminate causes and missed secondary causes into statistical analysis and classified them by the characteristics of the person involved, the vehicle and the road environment, so as to create useful statistics and sum up the potential causes. According to the research results on the causes of traffic accidents (A1) from 2008 to 2012, the factor related to vehicle drivers is found to share the greatest percentage. Moreover, such factors as mental fatigue of drivers resulting in underdetermining road conditions, severe drunk driving, extremely high rates of minivan tire blow-up, and high risks presented by road shoulders as well as the necessity, to set a buffer facility at the nosing of the ring road exit are also documented and discussed in this study. Furthermore, the existing Report of Road Traffic Accident Survey reveals the problems of a high proportion of indeterminate causes and of some certain causes being neglected, both of which have made it difficult to present the actual condition of traffic accidents and their characteristics. The study proposes suggestions and provides practical advices from the four following aspects, namely, management, engineering, propaganda and records of road traffic accident surveys, for the purpose of improving the measures of national road safety and amending the survey report on road traffic accidents appropriately for better management efficiency.
