碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 101 === Contracting out government service was start since 1993, it has accumulate a plentiful result and experience. Nevertheless, the operation impact and aims still need to harmonize between the civil business and public. It is the most important topic for government institution to pay attention and discuss, and also shows the trend for future public management.The thesis has studied the following : (1) Research of the relevant material and information to compare and understand the process, responsibility, and corporation mode of the contracting out government service. (2) Discuss the e contracting out government service case, turn the application/theory between public-private partnerships into a pragmatic result. (3) Study the case about service area of highway, test and verify, to understand the outcome labor more in order to provide the other government institution a useful experience. Research is mainly focus on the basis of case study, relevant documents and interviews the relevant superior people from both private and public in order to understand the way of how to solicit business through new system better. Thus, the way used to discuss this thesis includes documentary analysis, case study and in-depth interview. Analyze the way to solicit business and the result of tactic about the contract management that the service area of highway uses nowadays. Hope the external business service in other government institution also looks forward to one other, builds the correct direction, create maximum benefit for public in order to reach the excellent public service and provide people to enjoy the high quality and substantial government service.
