But in the literature, most researches were based on the national level data. Instead, this study aimed to explore the political behavior and attitude of independent voters at the local level .In this study, independent voters were classified into two categories: the pure independent voters and the leaners. Based on the data from the TEDS and with the help of statistical methods. The study found that independent voters supported the KMT in Taipei Municipal City and in Kaohsiung Municipal City independent voters supported the DPP. In addition, performance factor affects independent voters in Kaohsiung Municipal City more than its counterparts in Taipei; party preference factor has more effect on independent voters in Taipei Municipal City than in its counterparts in Kaohsiung Municipal City.
