| Summary: | 碩士 === 銘傳大學 === 公共事務學系碩士班 === 101 === Amidst the rapid changes in human lifestyle, in particular since the turn into the 20th century, all countries throughout the world have spared no effort to boost their competitive edge but, piteously, at the price of imbalance of environment which, in turn, untowardly affecting the development of national sustainability.
Taoyuan, a key county featuring diversified, comprehensive and multifaceted industries, would inevitably see critical problems in pollution, contamination and heavy consumption of energies.
The study aims at Zhongsheng Li of Taoyuan City, Taoyuan County as the subject case with theoretical research programs on enforcement of policies as well as assessment. After executed of the rationale, we conducted on-the-spot participation and observation to look into the current implementation of the energy saving & carbon reduction through the local village/li (communities). We further conducted in-depth interviews with the interested parties with analysis on the status quo and the policies of the energy saving & carbon reduction. Through such efforts, we intend to find out all positive and negative aspects of the enforcement by the Central Government authorities in the policy of “energy saving & carbon reduction” and the countermeasures for rectification. The key findings yielded in the current study include notably:
(I) The various customer bases of the policy show varied viewpoints.
(II) Whenever the enforcement of policies faces up confrontations, they still maintain the autonomous mode of practice.
(III) Where the local community people in the Li show high intellectual level, the actual hands-on participants are confined to those long-timers with very few new participants.
(IV) All local people of Zhongsheng Li foster their thrifty concepts.
