In consideration of slowing down the environmental exacerbation caused by greenhouse effect, many countries reached a consensus, signing the Kyoto Protocol in 1997, in Kyoto, Japan, with an effort to economize on energy and reduce the emission of carbon. The treaty allows that the carbon dioxide absorption and emission along with afforestation and deforestation can be incorporated into net value of reduction, and be calculated to the amount of reduction for the country. Taiwan, though not listed as one of the contracting parties, is still under obligation and responsibility to cut down carbon dioxide emission. For this reason, our government has been positively encouraging flatland afforestation via proposing many incentive policies to fulfill the purpose. Currently, around 97% of total area over flatland afforestation in Tainan City is proceeded by Taiwan Sugar Corporation, which possesses a great deal of farm & forestland. If the Corporation could follow up the afforesting policy actively, the benefit on reducing carbon dioxide emission would be obvious. Nevertheless, the operation of Taiwan Sugar Corporation, the government-owned business, not only has to coordinate these national policies and social responsibility, but has to balance economic profit as well since it has switched to privately-run enterprise. Thus, this study uses benefit analysis to assay the premium portfolio, including economic profit and environmental benefit, by means of different combinations of Land Use whose ownership belongs to Taiwan Sugar Corporation in Tainan City. Scenario 1: Conform to the government policies by utilizing the lands of Taiwan Sugar Corporation of overall 8,263 hectare in Tainan City for afforesting activities. Scenario 2: Divide the lands of Taiwan Sugar Corporation into three parts—building lands for rent, farm lands for rice cultivation, and the rest for afforestation. Scenario 3: Divide the lands of Taiwan Sugar Corporation into two parts—building & farm lands for rent, and the others for afforestation. The main distinction between Situation “2 & 3” is on the farm lands, which are used for rent, not for rice cultivation. Scenario 4: Rent out the total lands of Taiwan Sugar Corporation of overall 8,263 hectare in Tainan City. In the aspect of economic benefit, Taiwan Sugar Corporation would gain the highest profit from Scenario 2, and next are Scenario 3 and 4. Another, in the view of environmental benefit, it would not affect too much on the Corporation’s economic profit but would increase carbon sink to some degree and help ease the green house effect while making use of total or partial lands for afforestation or crops cultivation. Consequently, under the premise that Taiwan Sugar Corporation could give consideration to both environmental influence and economic profit, we suggest the Corporation adopt the land utilization form of Scenario 3 (renting out the building & farm lands and making the others for afforestation) to increase carbon sink and ease the greenhouse effect.
