The subject of this study, the “Houli Musical Instrument Festival,” is such an important festival. Between 2006 and 2012, the festival has been held seven times. Its benefits for industries with distinctive local characteristics in the Houli district are the focus of this study. Previous research has summarized the co-benefit evaluation dimensions for promoting festivals and industries. The four benefit dimensions are “local development,” “social culture,” “environment construction,” and “industrial economy.” In addition, through 29 evaluation factors and an expert questionnaire, the reliability of the pretest phase was established. Also, through consistent analysis and establishment of the factor weight value, the credibility and rigorous nature of the framework has been confirmed, and benefit assessment factors have been reduced to 26. This goes further towards building “assessment indicators to measure the benefits of festival activities in terms of promoting industries with distinctive local characteristics.” After an analysis of the SPSS questionnaire, the difference in benefit perception between experts and the public can be measured. Descriptive statistics and independent sample T inspection indicates significant differences between “occupation classification,” “nature of work,” and “the experience of participation” with regard to benefit perception. This shows that local residents in the Houli district perceive higher benefits when their work attributes are relevant to the musical instrument industry. People who participated in the festival perceive a higher benefit compared to those who have not participated. A Pearson correlation analysis shows that the degree of correlation of the four areas is medium to high. The recommendations of this study concern the following: (1) integrating the views of industry, government, and academics on promoting festivals and industries, (2) the planning and supervision of the festival program, (3) long-term remedial measures and suitable shifting of funds to the public sector, and (4) maintaining continuous enthusiasm for the organization of festivals and the promotion of cultural activities.
