They bear specific witness to the urban development process. As various areas have different environmental resource industries, each old street displays different characteristics. Tainan City was the first city to be developed in Taiwan. Here, since the Ming and Qing dynasty, the western and Anping districts’ historical areas have already been home to many commercial and cultural activities. These historical districts have a variety of movement functions, interesting street patterns, and are characterized by numerous historical buildings and other properties. Since the 1990s, the objectives of the construction of Tainan’s urban characteristics are to enhance the preservation of its historical districts, to reveal the elegance of historical streets, to revitalize industries, and to shape the landscape of the cityscape that has distinctive historical characteristics. Thus, the trends pertaining to preservation in historical districts are shifting from the preservation of “damaged historical remains” and the preservation of “the original item” to preservation involving “utilization.” Through a review of literature on the concept of the revitalization of historical districts, and the experience of promotion strategies, representative districts in Tainan city, namely Shennong Street, Fuzhong Street, and Yanping Street were chosen as the objects of this study. Through an analysis of the current situation and a survey, this study analyzes community residents’ opinion on re-using historical districts, discusses the most suitable method to retain historical districts, and provides a development proposal for re-using historical districts in the future. The study shows that the re-use of historical districts requires a complete understanding of the local historical style and features, the joint participation of planners and local people, the promotion of cohesion between inhabitants, and the achievement of balance between “preservation and development.” A modern living environment with historical characteristics can thus be created, infusing the historical district with a new function and position in city development.
