Based on the Grade 1-9 Curriculum, to meet the needs of assessments and student status management electronically, the Ministry of Education modified an assessment and electronic data exchange standard procedure to serve as the criterion which all counties and cities throughout Taiwan should follow to transfer and circulate the data smoothly. A Chief of Registrar is undoubtedly supposed to be familiar with it, however, an integral literature is limited and expectative. The main purpose of the study is to investigate the current status and the factors of the Chief of Registrar’s intention and behavior in using Education Association Exchange Document System. The framework of the study is based on the Unified Theory of Acceptance and Use of Technology Model (UTAUT), to research the influence of the four factors, Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Conditions on the intention and behavior. A questionnaire survey is conducted to collect 192 valid samples for quantitative analysis. Structural Equation Modeling (SEM) was adopted to identify the hypothesis and research framework of this study. The results are shown as following. 1.“Performance Expectancy” and “Social Influence” have a significantly impact on the Chief of Registrar’s intention and behavior in using Education Association Exchange Document System, but not in Effort Expectancy. 2. Facilitating Conditions don’t have a significantly impact on the Chief of Registrar’s intention and behavior in using Education Association Exchange Document System, but in use Intention. 3. The influences of the performance expectancy, effort expectancy, social influence and facilitating conditions on use and behavioral intention were adjusted by experience and voluntariness.
