The Council of Labor Affairs launched a series of employment service programs and hoped to train the unemployed people to regain their ability to work in order to alleviate the unemployment problem. Since 2002 the introduction of the Multiple Employment Promotion Program has stimulated the labor market and facilitated employment. After more than 10 years it has gradually become a social enterprise operated and managed by the non-profit organisations and helped open up the job market. It has been a policy which has provided economic and social benefits. In recent years social enterprise has become a growing trend, both globally and in Taiwan. It not only transforms the development model of the non-profit organisations but also changes the government's public policy. This study explores the development of the Multiple Employment Promotion Program in Taiwan from the perspective of social enterprises and reviews the outcomes of transition from non-profit organisations to social enterprises. This research provides literature review, secondary data analysis, as well as case studies combined with fieldwork. The study finds that the non-profit organisations which have similar concepts to the social enterprises value social welfare more than the type of the economic operation. This limits the economic benefits. At this stage these organisations still need resources and support from the government in order to survive and maintain sustainable development. In order to promote the stable development of social enterprises in Taiwan, this research makes suggestions from three perspectives: government, non-profit organisations and enterprises. The government should make efforts to construct an environment suitable for the development of social enterprises; non-profit organisations should aim to achieve social objectives with innovative thinking and efficient management; and enterprises should fulfill their corporate social responsibility, such as assisting or actively participating in the operation, as well as provide feasible suggestions that are beneficial to decision-making management and promote the development of social enterprises.
