The financial issues of NHI have been discussed publicly since it was implemented in March 1995. Although various research methods in the literature are done to explore the NHI finance, public concerns are still not reduced effectively. This thesis use co-integration analysis to discuss whether the long-term relationship exists between revenues and medical expenditures, hoping to provide the authorities as a reference to balance the NHI finance. The 214 observations of revenues and medical expenditure respectively are adapted in this research to do empirical analysis with the use of the tests of unit root, co-integration and Granger causality. Our results show that the two variables of revenues and medical expenditures are non-stationary based on the used unit root tests. With Johansen Co-integration test, long- term equilibrium between two variables are found, which shows that they would adjust in direction of equilibrium in the long period, and for short-term dynamic relationship, Vector Error Correction Model(VECM) is used to do calibration. Furthermore, two variables are found to have two-way causality by using Granger causality, indicating that they influence each other and have long-term equilibrium, besides, this significantly demonstrates every policy done by Department of Health and Bureau of NHI to devote to make finance balance is effective. The collection of supplementary premium has been added to revenues since the implementation of Second Generation Health Insurance on first January 2013 and this benefits the balance of NHI finance with the growth of revenues and brings more fairness to premium copayment.
