Whether public or private enterprises, they all desire to enhance corporate competitiveness, particularly in how to reduce cost, shorten work hours and upgrade quality, which have been the primary subjects. This is more than important in the project of military barrack relocation. Thus, this study aims to apply project management approach to integrating three vital elements of cost, time, and quality in order that the performance of military barrack relocation can be maximized. From year 88 in ROC calendar to now, our country military has experienced the organization adjustment of both lean case and aggressive case, and the following essence case. Thus, armed forces have hugely contracted and the number of forces is also sharply halved, which continues to get smaller. Relatively, after the adjustment, many barracks are getting idly placed. Plus, in recent years due to population aggregation and economic development, Taiwanese cities demand higher in the land requirements. To match with city planning development and local construction, both central and local governments often hope that the military may release active or idle barracks to match with local construction and exert best land benefits. Facing with the organization adjustment and under city planning development, some military units must conduct troop movements, which involve a series of tasks such as movement budgets, making an inventory of property, and the space planning in the relocation place, and the relocation routes. Therefore, troop movements need to plan well a relocation project so that under the constraints of limited time, budget, and resources, and the best quality demanded, the mission can be achieved. In other words, it can apply project management model to carrying out project’s plan, implementation, and control to achieve the best project performance. As this study reveals, the application of project management model can be more effective in resources allocation and time control, and in shortening construction period and saving cost to achieve the project objectives. Especially in the aspect of using earned value management, it can be much clearer in controlling project’s each milestone performance.
