Summary:碩士 === 國立高雄應用科技大學 === 工業工程與管理系碩士在職專班 === 101 === The technology program of the Ministry of Economic Affairs (MOEA) has already become the most important part of Taiwan’s industrial technology-related policy since 1979, and the execution of the corporate technology program lasted the longest with the greatest part of funding. In the past five years, the MOEA has on average invested more than $14 billion each year as research funding for the corporate technology program. As such, the evaluation of the performance of non-profit technology organizations has become an important issue for Taiwan’s technological development. This study used Data Envelopment Analysis (DEA) method with the model of Dynamic Slack-Based Measure(DSBM) to explore the efficiency of execution made in respective industrial fields for five consecutive years, based on the results of the corporate technology program executed by the Organization Technology Development Program (OTDP) of MOEA from 2007 to 2011. The results show that organizations of “biomedical, materials and chemical” application field which is funded with greatest amount than other organizations is the only one not reaching the optimal overall execution efficiency in terms of industry field, and perform a lowest execution efficiency of 0.3082 in terms of field of execution organization. On the other hand, organizations of “electronics, information, communications and optoelectronics” in the program show the highest execution efficiency in average as 0.5831. It is also found that the individual program productions generated in the interval of the consecutive periods will affect the quality of ensuing results. As a conclusion, it is suggested that in subsequent technology programs, the government should evaluate the performance in consecutive period, and also consider the execution results produced during each execution period, in order to achieve a more complete performance evaluation.
