And cultural quality is composed of cultural participation, cultural consumption and cultural opportunities. Cultural and Creative industrial Park’s purpose is that improves cultural and creative industries’ development, promotes local economic, gets close to culture, and cultivates people's cultural level. Cultural and Creative industrial Park with agglomeration, diffusion, demonstration and cultural facilities service functions, not only can be a base the development of cultural and creative industries, but also be an art exhibition and platform. Huashan 1914 Creative Park is more successful than other Cultural and Creative industrial Park in Taiwan, and Songshan Cultural and Creative Park is a new park in Taipei.In this study, a case study on the collaboration between Huashan 1914 Creative Park and Songshan Cultural and Creative Park, to explore their cultural participation, cultural consumption and cultural opportunities. The result shows that, Huashan 1914 Creative Park is more complete in research, education, exhibition and rest functions, Songshan Cultural and Creative Park is based on exhibition and rest functions currently. Two parks are inefficient impact to the area. In contrast, Huashan 1914 Creative Park adds artistic atmosphere, but it feels too commercialize. Songshan Cultural and Creative Park is too relaxed and lacks of features. Consumers’ main motivation to visit parks is that participate cultural activities, consumption is based on tickets, and less purchases other goods, two parks in cultural consumption are not ideal.
