The restoration and reconstruction works are affected by the terrain environment, construction equipments, budget, project period, and other conditions. In this case, works did not follow the construction safety procedures and accident happened occasionally. Therefore, this study would discuss on the budgeting about labor safety and health in bridge engineering of public works, which belong to class 4 dangerous workplace. The discussion method is as follows. First, relative regulation and laws about occupation safety and health in Japan, Britain, and Taiwan are illustrated and compared. Then, six current reconstruction bridge projects were used as case studies. Details of labor safe budgeting in both engineering contract and risk assessment plan for class 4 dangerous workplace were analysis and compare in each case. This study finds that the budget of labor safety and health, including quantifiable and non-quantifiable parts, except temporary work, in each bridge case is 0.3%~3% of contract budget, which comply with regulations. The budgeting ratio is the same in the risk assessment plan for each bridge case. It is also found that designer might not sufficiently understand workplace topology and environment, since soil being unstable in site. Under this circumstance, fund for supporting falsework, excluding using in cantilever method, has significant difference between contract budget and that assessed by contractor at adverse work environment. After the risk assessment plan got approved, project supervisor in each bridge case did not archive amendments in the details of labor safety and health fund in contract. That cause the engineering interval estimation, construction supervision, construction executing had different check basis. In order to prevent occupational accident, regulations and standards setup to guideline the qualitative details in labor safety and health budget at design stage is the urgent task for government.
