Though aimed to have a growth rate, most firms are failed to cope with the dynamic complexity that may emerge from the growth process. This paper follows the creative strategy development approach (Tseng et al, 2011) and proposes an operational procedure for managers to develop strategy creatively and transform firm strategies to operational actions and policies. Under the tent of action science, this paper adopts system dynamics modeling process as a major discussion platform to facilitate the inquiry, reflection, and strategy formulation process. Collaborated with a domestic firm in Taiwan, the research is conducted in a management practice field to explore how customer growth may be and what strategy and operational policies should be done to create the expected customer growth. A three-stage operational procedure is proposed and implemented in the collaborated firm. Based on the action science research, critical points about inquiry and reflection-based strategy formulation in each stage are observed and highlighted. Meanwhile, it is also found that managers may be influenced and thus change their mental models in the strategy inquiry process. Hence, this paper concludes that the strategy development and formulation process should be viewed as a continuous inquiry and reflection-based process.
