Summary: | 碩士 === 崑山科技大學 === 機械工程研究所 === 102 === The Council of Cultural Affairs (now is Ministry of Culture, MOC) has proposed “Community Empowerment Movement” in 1994, and in coming follows policies, such as “Culture-industrialization, Industry-culturalization” and “Public Art Movement” in next year. Moreover, the “White Paper of Culture” was published in 1998 to stand for the main culture policies in MOC. After the year 2002, the national policies were set as serial programs in “Challenge 2008: National Development Plan” to include the “Development Program of Cultural and Creative Industries”. During 2003 to 2006, there are several sub-programs as “New hometowns establishment programs”, “Taiwan healthy communities program” and assigned 13 ministries to co-working together in these fields. In the year of 2010, the “Cultural and Creative Industry Development Act” was worked out to announce the milestone in Taiwan. There are high perspectives to more productive achievements to the Ministry of Culture. However, the frequently changes of the leadership in MOC cause the short-term policies and can’t be effectively fulfill the perspectives. To the foundation of community establishment, it should have its own spirits and the self-participant processes to direct the community stepping forward to the incoming future.
Anping, the oldest community with rich culture and history in Tainan, is the best site for the cultural and creative industry community. This study focuses on the policy and practice in cultural and creative industry development in this unique site to discuss the influence of the establishment.
A new thinking and practical process were deducted to conduct the effective mechanism and core value of citizen for the local autonomy process in community to community empowerment and the cultural and creative progress.
