The series of innovative measures lead the undertaking of immigration clearance to a brand-new phase. With years of experience at NIA’s Border Affairs Corps, I have witnessed the changes of the nature of immigration clearance. The research project will take the work to a profound level beneficial not exclusively to one individual but the entire work team as a whole. According to those countries having implemented the APP, the problem of facilitating immigration clearance of passengers has minimized enormously once the APP is adopted. By pre-screening passenger manifests, authorities concerned are entitled to deny a passenger’s immigration clearance if he/she is unqualified for boarding. Thus, not only can government reduce tedious tasks of handling problematic passengers, but the airline carriers can be refrained from penalties if they permit unqualified clients onboard, as well as can save the expenses of detention while they are in custody. In view of the trend of globalization, the Taiwan government has been actively participating in international organizations, no matter how much political pressure are confronted from the outside. We spontaneously comply with the regulations of the ICAO and WCO in the hope of being fully integrated to international civil aviation realm. Therefore, the United States starting in November 2012 opening Taiwan to join the visa waiver program (VWP), NIA's second-generation inspection system functioning become increasingly important.
