Most of research use fixedimagecapture device as input image. In this paper, we employsmartphone to capture image, and then vehicle detection, license plate location, character warped and recognition are implemented a real-time plates recognition system by cloud computing.Next, we combine vehicle database and license plate recognition system to get in front of vehicleinformation in smart phone immediately.The experimental environmentis the sun, night andrain. Test subjectswere281(passenger cars). Experimental results show that,the rate of vehicle detection and recognition are 81.49% and 91.70%respectively.
