Summary: | 碩士 === 開南大學 === 物流與航運管理學系 === 101 === The public infrastructure plays basic kinetic energy to accelerate economic development, and improve national standard of living in the nation. It is also an important key to attract domestic and international enterprises to process the investment; moreover, it promotes the nation’s international competition ability. In recent years, Taiwan government intends to solve insufficient budget of public infrastructure; therefore, the authority promulgated the "Promotion of Private Participation in Infrastructure Projects", it has become a trend that the construction of public facilities by the introduction of private capital investment, and improve the quality of public services through the business strategy. In the beginning to present, There were series large transport construction programs through B.O.T.(Build–Operate–Transfer)model in the nation, such as the Taiwan High Speed Rail program, the Kaohsiung MRT(Mass Rapid Transit), the ETC(Electronic Toll Collection) and so on. However, there is only one B.O.T. project in the public infrastructure in Taipei port in this nation.
The contents of port B.O.T. project incur various issues and problems. It is an important study to consider all of issues in term of engineering, law, finance, etc. These issues not only the force majeure, building completion, operation risk but also “Corporate Social Responsibility (CSR)”etc should be into research consideration. This study attempts to examine following issues:
Firstly, to practice of corporate social responsibilities in port B.O.T. cases. Secondly, and yields of private interest while participating in economic activities. Thirdly, how to trade off Corporate Social Responsibility (CSR) between the maximization of profit and business strategies? Finally, it is an important topic for home and abroad enterprises into consideration.
This research is a qualitative study undertaken by means of the reviewing of related documentations, inductive approach, and comparative approach so as to understand authority promotes investment and operation by private participation at port B.O.T. in Taiwan. Eventually, this study proposes the private enterprise pursues corporate social responsibility in port B.O.T. under public interests.
The research reveals that private enterprises have adopted a different strategy approach taking into account the social corporate responsibility for participating in the investment project of the public infrastructure, port B.O.T, because of their respective positions on how to gain benefit. This study concludes three results: Firstly, mutual cooperation can be encouraged on the basis of fairness and justice between both sides. Secondly, the government should be also responsible for providing support, supervising the project, and helping reduce risks. Finally, private enterprises dedicated to promoting social corporate responsibility can aid in promoting the construction of public infrastructure with its appropriate management strategies for increasing earnings. As a result, public interests will eventually result from their active participation, cooperation will facilitate positive outcomes implementation with government looking forward to the win-win achievement.
