It is believe that the cost reduction and effectiveness of spare part preparation can be improved by introducing the concept of supply chain. As the advance of the information technology lately, sharing of “demand” information can be achieved easily. Such technology is putting all parties in the supply chain tightly together. In order to achieve the projected organization annual objectives, this could be highly enhanced by adopting KPI for the assessment, and implementing supply chain to improve spare preparation process in order to meet the overall organizational targets. This study is investigating the introduction of supply chain concept and KPI to enhance inventory management in order to meet the expected achievement set up by the military. Theory of constraints (TOC) is implemented combined with interview, questionnaire, and data analysis. Current Reality Tree is used to identify the core questions, and Analytic Hierarchy Process Theory (AHP) is used to decide the critical questions and critical criteria for the achievement of quality. The study is assessed by military personnel working in the field by giving appropriate weight with integration of different policies to achieve course of actions and execution guidance. Due to the nature of non-profit organization for the military, its supply chain is constrained by the characteristics of its mission, confidentiality of its spares, and the uniqueness of its systems and its supply chain is divided between upper and lower level among organization. This study implements AHP and TOC to establish key performance indicators basing on critical questions identified in order to construct a hierarchy suitable for military inventory management by lowering cost of spare preparation, reducing lead time for preparation and remove logistic waste for the organization. The expected result of this study is to define key performance indicators, and improvements for supply chain management and execution guidance. This will deliver practical measurements for the military organization in term of refining its inventory management process and define its key performance indicators. This can help the military to carry all the goals and objectives through all levels of the military, and identify key issues and course of actions to enhance the capability of the organization.
