The busy ocean sea lanes of communication crossing areas mingled with reefs and shallows is vulnerable for incidents of oil leakingor pollutions from commerce cargo ships, especially under the server sea situation at Taiwan Strait during winter time. After Amorgos incident on Jan 14, 2001, organizations from governments and academies moved quickly to the concerned area for a thorough investigation, but the lake of coordination and integration mechanisms between them is making such kind of study partial or incomplete, and such reports cannot deliver a full scale of understanding to government sides for the development of future contingency plan and revival of the environment. This kind of situation presents a huge damage to the oceanic economics and marine ecosystem. After the promulgation of the 2000 Marine Pollution Control Act and 2004 major marine oil pollution emergency response plan, there is an existing mechanism between different organizations and departments for almost 10 years, but these still present some questions. Is the designed mechanism sound and workable? Is the coordination and tasking between organizations and departments efficient? Is there any need for reassessment and future improvements?
