According to this study, the COD and TOC concentration of main reservoirs in Kinmen are 27.4 mg/L and 10.3 mg/L. In addition, the groundwater alsosuffers from the problems of over-pumping and salinization. Even the Kinmen County Government had finished a water quality improvement plan in 2010, the estimated demand of water supply in 2021 (about 40,863 m3/d) is still severely insufficient. In order to solve these problems of poor water quality and inefficiency of water supply, the major results were as follow: 1.This study found that buying water from mainland China is the best option because it is feasible no matter in technical, safe or economic considerations. 2.Besides, this study found that the water quality of reservoirs in Fujian Province, China,such as Shen-Mi, etc. is quite better than those in Kinmen. For example, theirconcentration in TOC and COD are lower than the regulatory standards of 4 and 25 mg/L.Their heavy metal parameter and NH3-N value are also below the regulatory standardsand are qualified for the use of drinking water in Taiwan. 3.According to this search, the average cost buying water from mainland China is rangingfrom NT$ 18 to 31 per m3. It is much cheaper than producing water through advancedwater treatment of desalination plant in Kinmen whose cost is around 45 per m3. 4.Therefore, this study suggests that, the proper authority should give more considerationson the welfare of the residents in Kinmen and suspend the political disagreement acrossStraits, so that it will be possible to promote the buying water from mainland China planand its related affairs.
