【Introduction and Purpose】Disaster-preventing and relieving personnel in township offices are the first-line fundamental personnel influencing the overall disaster-relieving achievement in a disaster. Their knowledge of, attitudes toward, and professional skills in disaster prevention and relief critically influence the efficiency of disaster prevention and relief. Therefore, this study was aimed to investigate the differences between the personnel with different background variables (demography and disaster prevention experience) in terms of the capacity for natural disaster prevention and relief and analyze relevant issues.
【Methodology】This study is a cross-sectional study. A self-established structural questionnaire with good reliability and validity was used to investigate the personnel in each township office in Pingtung County who actually participate in disaster prevention and relief. The investigation period was between January 9, 2013 and February 18, 2013. In total, 501 copies of questionnaire were delivered, and 389 valid copies were retrieved. The valid response rate was 78%. After the questionnaires were retrieved, inferential statistical analyses were conducted.
【Result】The mean of the “capacity for disaster prevention and relief” factors was 3.61, which was slightly higher than the overall average, namely 3.0, so it was slightly better. In addition to education background, “demography” and “disaster prevention experience” both resulted in a significant difference and a significant positive correlation. Knowledge of and attitudes toward disaster prevention and relief are predictive for self-aware skills in disaster prevention and relief.
【Conclusion and Suggestion】The more knowledge of disaster prevention and relief one has, the better one’s attitude toward disaster prevention and relief is, and the more one’s self-aware skills in and performance of disaster prevention and relief are improved. It is thus suggested that a fundamental unit and a personnel system particularly responsible for disaster prevention and relief should be fulfilled, a thorough professional program for disaster prevention and relief should be established, and professionals for disaster prevention and relief should be cultivated.
